Other major improvement is the new SeaBIOS. This build also has a lot of changes to VGA and Cirrus, so please test it with Win9x guests.

I kinda have the feeling that kqemu support is being dropped, because many users are switching to 64-bit operating systems and kqemu development has been totally abandoned to a point where it will not be retrofitted for 64-bit operating systems, including Windows Vista and Windows 7.
As for SeaBIOS, I never heard of it before. I've been stuck running Qemu 0.9.0 running Windows 98, because neither Qemu 0.9.1, Qemu 0.10.x nor Qemu 0.11.x worked with Windows 9x guests properly.
